Cap and Trade

From the US EPA website, the Cap and Trade system is an environmental policy tool that delivers results with a mandatory cap on emissions while providing sources flexibility in how they comply. Successful cap and trade programs reward innovation, efficiency, and early action and provide strict environmental accountability without inhibiting economic growth.

Is this a good idea? Be prepared to judge this policy from multiple fronts, both environmental and economical. What impact (both pro and con) does this have on all facets? What are some alternatives, or are they needed?
